Our core service is helping clients source the right project teams and supporting them in successfully implementing their projects around the world. Recently, we received a project from GIZ to establish a training centre at Rwanda Polytechnic (RP)-Huye College for the training and upskilling of metalworkers in Rwanda. This centre will be located at RP Huye, and we are excited to contribute to strengthening technical skills and advancing industry standards in the country.

Tasks of the team leader

  • Draft & finalise stakeholder map
  • Work Breakdown Structure (WBS)
  • Risk register & mitigation plan
  • M&E framework with KPIs (e.g., workshop readiness, cohort enrolment, pass rates)
  • Communications plan: weekly updates, escalation paths
  • Submit Quarterly Reports (Feb 2026, May 2026, Aug 2026, Nov 2026)
  • Maintain live M&E Dashboard (Google Sheets): track KPIs, flag deviations
  • Biweekly JF Steering Committee (GIZ, Rema, RP College, RTB)
  • Liaise with the Ministry of Education for regulatory alignment
  • Coordinate and secure letters of agreement with local employers for internships and for the permanent placement of the trainees at the end of the training period.
  • Host quarterly Risk Workshops
  • update risk register
  • Approve Change Requests per GIZ AVB process
  • With Lead Technical Expert: Validate that adapted standards and curricula match quality expectations
  • align the exam calendar with project milestones.
  • With Assistant Technical Expert: Confirm workshop installation milestones
  • troubleshoot logistics
  • ensure internship placements are on track.

Qualifications of the team leader

Qualifications of the team leader

  • Education/training (2.1.1): Master of Science (M.Sc. or equivalent) in Project Management or Business Administration (e.g., MBA), with a focus on workforce development & training and engineering management or similar
  • Language (2.1.2): Business language skills in English, equivalent to C1-level language proficiency as per the Common European Framework of Reference for Languages (CEFR)
  • Fluent in Kinyarwanda, equivalent to B2-level as per the CEFR
  • General professional experience (2.1.3): 8 years of professional experience in project management, developing and overseeing vocational/technical training programs for engineering professions.
  • Specific professional experience (2.1.4): 5 years in developing training regulations, occupational standards, employment promotion, and company networking.
  • Leadership/management experience (2.1.5): 5 years of management/leadership experience as project team lead or manager in a private sector company in the field of metal works / electrical engineering.
  • Regional experience (2.1.6): 2 years of relevant industry experience in Germany and/or countries with similarly advanced metal sectors
  • 5 years in projects in Sub-Saharan Africa, preferably Rwanda.
  • Development cooperation (DC) experience (2.1.7): 2 years of experience with donor-funded projects and reporting requirements.
  • Other (2.1.8): 2 reference projects showing the experience with organising, training programs, financial management, and technical documentation in the past 5 years (refers to the expert and should be shown in his/her CV).
