In Côte d'Ivoire, UNOPS is working with the Ministry of Health and its partners to provide renewable energy infrastructure and solutions in rural areas, while respecting environmental and social standards.;Context of the Electrification Project in Ivory Coast:;As part of its support for Universal Health Coverage, UNOPS is partnering with the Ministry of Health, Public Hygiene and Universal Health Coverage (MSHPCMU) and the Health and Nutrition Project Coordination Unit (UCP Santé Nutrition), supported by the World Bank, to strengthen access to energy in 166 health centers located in rural areas. The project aims to install solar energy systems in areas not covered by the Ivorian Electricity Company (CIE) to improve access to care, particularly in remote areas.;Role of the UCP Health Nutrition World Bank:;The UCP Santé Nutrition, supported by the World Bank, plays a central role as the local coordinator of the project. It maintains a direct link with beneficiary communities and ensures that actions on the ground are aligned with national public health priorities. The UCP is involved in the selection of health center sites, logistics planning, and monitoring of activities carried out by UNOPS and service providers to ensure the quality and relevance of solar installations to local needs
Project Objectives
This project is part of a strategic program aimed at:
- Improving the Resilience of Health Services in Rural Areas: Ensuring a stable and clean source of energy for health centers, enabling better quality of care.
- Strengthening local capacities: Through the UCP Santé Nutrition, ensure the training of local teams and maintenance committees for sustainable use of equipment.
- Contribute to the Sustainable Development Goals: In particular SDGs 3 (Good health and well-being), 7 (Affordable and clean energy), and 17 (Partnerships for the goals).
Functional Responsibilities
Functional Responsibilities are:
- Under the direct supervision of the Project Manager, the Health, Safety, Social and Environmental Management Specialist is responsible for supporting the implementation of the Environmental and Social Management Plan (ESMP) and ensuring that all project activities comply with the World Bank, UNOPS, or other relevant guidelines as defined in the Environmental and Social Management Framework (ESMF). This includes the supervision and monitoring of all implementing partners and subcontractors.
- The incumbent is also required to comply with the security policies, administrative instructions, plans and procedures of the United Nations Security Management System as well as those of UNOPS.
- The consultant will be recruited as an ad hoc retainer, on the basis of an on-demand contract, to provide specific HSSE services according to the needs of the project.
- He/she must remain available for the entire duration of the contract, and will be mobilized by UNOPS on request, for a specific duration and tasks, within the limits of the total number of contractual days defined.
- Interventions may be carried out remotely or on site, depending on the nature of the activities.
Essential qualifications
Essential qualifications are:
Training;Advanced university degree (Master's degree or equivalent) in environmental science, resource/environmental economics, natural resource management or a relevant scientific discipline is required.;A first-level university degree (Bachelor's or equivalent), accompanied by seven (7) additional years of qualifying experience, may be accepted.;Health and safety certification, such as NEBOSH IGC1, IGC2, GC3 or OHSAS 18001, is an asset.
Experience
Experience:
- Minimum 5 years of progressive experience in HSSE management required, including at least 3 years in the management and implementation of socio-environmental aspects of projects.
- Experience required in risk assessment, inspections, incident investigations and delivery of health and safety training
- Proficiency in IT tools and other platforms related to the area of expertise of the position required
- Desired experience in health, safety and environmental certification audits
- Experience in United Nations agencies or other international humanitarian/development organizations strongly desired
- Knowledge of the World Bank's Environmental and Social Framework (ESF) is an asset
- Experience in solar system projects or renewable energy projects ideally in rural or remote settings is an asset
