The Rwanda Social Security Board (RSSB)
has the mandate to manage and promote social security in Rwanda. RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realizing Vision 2050 and the National Strategy for Transformation (NST), RSSB mannges six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda, With assets under management amounting to 2.06 trillion Rwf, which is equivalent to over 15% of the country's GDP, RSSB invests in key sectors of the economy and plays a crucial role in growing the country's financial sector. With approximately 12 million members in the above six schemes, encompassing over 90% of Rwanda's population, RSSB is at the forefront of securing the health and financial well-being of Rwandans.
Key Duties and Responsibilities
Key Duties and Responsibilities
- Manage the end-to-end verification of pension benefit applications, ensuring thorough review and accurate handling of all claims, including old age, invalidity, anticipated, and survivors benefits.
- Ensure all pension applications meet eligibility criteria, and comply with policies, legal standards, and social security regulations.
- Lead and manage the pension verification team, including recruitment, training, performance evaluation, and professional development to maintain a high standard of service and integrity in claim verifications.
- Coordinate, analyze, and approve investigation reports on pension files requiring further inquiry, ensuring thorough evaluation, accuracy, and compliance with legal and organizational standards before final approval or resolution.
- Act as the primary liaison for banks in the pension payments process, offering expert guidance, resolving issues efficiently, and ensuring clear and consistent communication to facilitate smooth transactions and compliance with regulatory standards.
- Provide support to pensioners and employees regarding the verification process, assisting them with queries, clarifications, and the status of their claims.
- Identify and mitigate risks related to the pension verification process, including fraud detection and prevention, ensuring transparency and integrity in claim verifications.
- Regularly review and improve pension verification procedures, enhancing overall efticiency, accuracy, and experience for both team members and beneficiaries.
- Analyze data related to pension verification activities, identifying trends, issues, and areas for improvement to inform strategies and ensure compliance and accuracy
Key Qualifications and Experience
The successful candidate must have at least:
- Master's degree in finance, Economics, Actuarial science, Social Protection Financing, Accounting, Business Management, Social Sciences or a relevant field with at least 3 years' relevant experience, 3 of which should have been in a Senior Officer role. OR
- Bachelor's degree in finance, Economics, Actuarial science, Accounting, Business Management, Social Sciences or a relevant field with at least 5 years' relevant experience, 4 of which should have been in a Senior Officer role.
